OMBUDSMAN MANITOBA STILL NEUTERED

Hearing the Manitoba provicial Ombudsman on talk radio CJOB one soon gets the impression that her office is still running neutered is all you get. She is a rather articulate individual but does she even begin to think that people are going to swallow her statements that the Office of the Ombudsman is really a neutral 3rd party that the people of Manitoba can rely upon?
Though the office reports to the Legislature Ombudsman Manitoba is still a government paid for body, with government appointees and staff that are government employees so who signs the paychecks has power of its employees come what may so how can there be anything neutral about it?
Though the Ombudsman's office can review a situation or complaint against government and it can recommend it does not have the statutory right to proceed for instance if prosecution is required as that means prosecuting government and to get that the Minister of Justice must okay the action which has never happened to date though there are many cases where it should have so just where does the office of the Ombudsman have any real teeth? It doesn't because ultimately it is at the discreation of the Minister of Justice and on yet has to see a government in power like the PCs or the NDP prosecute their own administrations or jurisdictions they preside over.
In Manitoba we have some systems that are served and untouchable no matter what other systems there are and these are above question and redress processes, protected as it were from anything people may be aggrieved by. They are the judicial system, legal system, insurance systems and banking (financial) system. No matter what government ever gets into power with whatever administrations they bring with them these four bodies of interest are untouchable, see themselves that way too, they are not transparent and they are protected at all costs from Manitobans no matter what the wrongdoings or crimes they actually participate in by the very law and order bodies that are supposed to protect Manitobans from them.
Where does Ombudsman Manitoba fit in trying to get transparency and some measure of justice for aggrieved Manitobans knowing such four bodies of interest exist? Ombudsman Manitoba can get knowwhere because they are suspended by such strings of self interest they are prevented right off from interfering with the these 4 groups made untouchable by law making them only a suggestive power. Having no power to intercede in four major spheres of interest by their own laws empowering them, that do not empower them as well as being at the whim of a Minister of Justice means they are not autonomus but actually well controlled no different than virtually all government agency means that the office and service is really window dressing upon which Manitobans can not rely. Typically when government sets up something that it then extols is good for the people really in eccence protects government first above all else through the identification of problems for public relations sakes where it can be seen to do something but in essence does little or nothing at all.
Prime examples of abuses Ombudsman Manitoba has a track record of accomplishing nothing:
*Complaints against MPIC - AUTOPAC that uses its model of "structural oppression" has led to even innocent bystanders and victims being impoverished and financially run out of town. The courts have been closed to citizens as any body of redress.
*Complaints against WCB.MB. by victims of their structurally oppressive system have no outlet to the courts and served as a model for what MPIC - AUTOPAC evolved into creating the same kind of problems.
*Where private medical records have been purposely leaked or openly distributed to the public by government interests and in cases using racial connections disribution systems, who are seeking to control citizens government interests have wronged there has not been a single prosecution to give the victims redress activities against a single perpetrator(s) ever.
*Where there have been investigations that have resulted in the Ombudsman making recomemdations, the recommendations are to generally give in to the wrongdoing government interests have done because there is nothing the Ombudsman's office can do to change anything. For instance if defrauded, the aggrieved should go along with the fraud. If confidential records are released Ombudsman Manitoba looks at it as if it as being something they can not prosecute because permission was asked of the minister of justice and denied so that ends the matter?
If this all makes the Office of the Ombudsman kind of a hopeless place and window dressing to Manitobans the proof is in the product and the results indicate which so far are not good. Improvements possible? Only if the provincial legislature it reports too can change that and there political interest reigns suppreme above all else where when once elected they turn away from the very electorate that elected them, so where does one turn? Good question? Seems the only things Ombudsman Manitoba is good for is for "venting" and as a pre-screen device to protect government from the people aggrieved by government.
