11 YEAR TAX FREEZE = PRE - FREEZE TAXPAYER SWINDLE

Winnipeg is a city of paradoxes. How can any politician or bureacrat explain to any taxpayer paying taxes to this city in any level how a city could possibly impose and sustain a property tax freeze for 11 years and running if there wasn't a massive pre-tax freeze swindle going on of obscene proportions? It seems to any ratepayer or taxpayer in the city given that the whole city was subsidizing for years the taxes of the city's elites that required an obscene phasing in to equalize taxes bases between all dwellings great and small that again something else was at work to sustain an 11 year freeze!
Clearly the city audit and taxation functions are hiding something in terms of money pools collected, not collected, allocated and un-allocated that must have a massive fraudulent base of existance. With an 11 year tax freeze the indication is that civic finance is an accounting led by the nose sham at best and some kind of fraudulent scheme of "Madoff" proportions at the worst.
It is time that civic secrecy on finance is completely removed to expose the entire accounting system. Watching council follow the cursor on their rows of laptop computers and being pre-programmed by self serving administartion bureaucrats is only going through the motions of a public charade. Reform the sham it is to make sure inequities and tax freezes are not part of any accounting system must be achieved as they are the indicators of a totally rotten system benefitting those that only want it kept it the way it is, that is, secretive and we surely have had 11 long years of that now that must stop, be exposed and not be repeated. What do you say Mayor Sam? For now your leader of the pack or is that still part time too?
